Thanks for the update. KE is struggling in this high fuel (although recently became better) and lower Korean currency era - load factor is not good these days. It's not surprising KE reduces capacity to many destinations even non-leisure IAD/JFK. KE's current plan is to increase IAD to daily from late Oct, but I doubt unless economy situation goes better. Hopefully things go well.
