It varies by airline, and exact numbers are almost never available. But for a three-tier FF program, you might expect to see something like the following for the elite levels:

• 5% bottom-tier elite
• 2-3% mid-tier elite
• 1% top-tier elite

That's just a rough estimate, though. And those are the percentages of FF members, who themselves are a subset of the total set of airline passengers.
