Almost all do...and not just U.S. v Non-U.S. , but intra-Europe as well.
Given I have 1 passport, 2 residence cards, and 2 drivers licenses, I see differences all the time based up on which country I use as residence...and the savings / differences are quite large sometimes...including the choice of cars available or even the ability to book some online or not.
