I know you're halfway kidding, but this sort of illustrates my point. Punching a TSO in the face should not result in a civil fine - it should result in arrest and prosecution for battery. A passenger acting like a jackass should result in no fine whatsoever. Welcome to the world of customer-facing civil service. If someone is being a huge jerk, have a LEO escort them out. Otherwise, suck it up. No one else in civil service or private enterprise gets to fine rude people. Its just to easy to interpret "jackass" to mean someone saying "I disapprove of airport security" is disruptive.
