couldnt agree more that this a recurring problem at IAD. on 8/22 waiting 35 minutes in line - same maddening situation described by OP - only 2 agents for all 1Ps - and worst thing is that no one was telling people to move up to the easy check in tereminals. UA needs to hear from us that IAD check in needs more staff and more assertive staff to keep lines moving and keep passengers moving through.
