This is not true.

Who is "they", btw?

The people outside are simply not allowed in, because they are not passengers. Others may be waiting for their relatives to arrive and see them off. The remaining are the relatives/friends, thronging the entrances.

Well, I was quite surprised to see a new bar opened up near Gate 13-16, with a coffee bar nearby, both looking quite attractive... (I never bothered to try them, but others can report on this!)
