www.united.com, before one confirms the ticket purchase, you are given an opportunity to purchase E+ (if available) and to see available seats --- all this before you confirm the purchase. This gives you the option of deciding in advance. BTW, the phone agents should be able to do the same.
You can now also buy-up after purchase or using miles -- there is a button on the far right reading "add economy plus" on each economy itinerary under "my itineraries". You DO get to see seats before going to the payment page!
