A good deal of the time, a one-hour "layover" at the far end of a MR involves in-and-out on the same plane, making this connection virtually delay-proof: If the flight leaving SMF is late, it's usually because of a late inbound, and you'd be on the inbound, thus having nothing to worry about. This is especially true at smaller outstations like SMF.
