Revenue management will not yet have given up hope of selling a few F seats before the flight leaves so it is perfectly normal for there to be seats empty and people still in the upgrade queue.

I've often cleared an upgrade at around 24 hours out so I wouldn't worry on that score.

On the other hand you are probably listed as gold in the upgrade queue so I'd be inclined to phone in and get that checked.
