IMO definitely the latter...try booking any p.s. flights in the next couple months (but pre-Thanksgiving). Should be relatively slow travel months...but you see a whole lot of NC=0, maybe NC=1...and when you check out the flight maps, you see 0-6 seats out of 26 taken.
