However, there are still 6-months to go before January and I cannot see how it would be so difficult to find some ICs to stay at across the state or elsewhere in the USA if the guy has over 50 other ICH property nights. Then again, $2.06 on eBay might be a fast-track (though who knows what the expiry date is on that cert?).

But also remember with a referral cert, you will only be an RA until your current Ambassador year expires, so if yours does so before the end of this year and you use an RA cert to upgrade your status, it will not necessarily be renewed for the following year unless you achieve the criteria.
