Vary wasn't in there. Technically many "ice" packs contain a liquid/gel of some sort. Whether TSA cares about it or not i don't know since I've never tried so instead of just saying it isn't possible to carry on an ice pack without putting it in the kippie bag I just put that the OP's experience may vary depending on who is working that day.

Yes, liquid or gel ice packs might be a problem. Experiences seem to vary widely, although they
should be treated like any other liquid or gel item. (max 3.4 oz can go in the kippie bag, greater allowances if they are needed for cooling medically necessary items.) I hate to say it, but, based on my conversations with pax, you are probably better off with one of the alternatives when trying to keep food cool. The best I've seen or heard about are frozen veggies or fruit. (FTer with experience in the matter suggested grapes somewhere on this forum. I thought it was an excellent idea.)
