pretty self explanatory...

Create a scene at my checkpoint, the passport card will get you a ride in a car...
And rejecting a piece of ID specifically allowed by your superiors will only add to the mountain of evidence that the TSA is a know-nothing, out-of-control organization.

You need to understand the differences between State and DHS requirements.
