I don't know that this is why, but AZ has a very unusual law regarding prize awards in exchange for consideration. (I'm a lawyer who works for a company that makes skill-based games. Some of our features aren't offered in AZ because this law might affect them.) It may also extend to some kinds of sweepstakes, like this one, or there might be an analogous law regarding them. That'd be my first guess.
