I'm not so sure about that. He portrayed himself as a bumbling Etonian toff. Most people then don't notice he was actually a King's Scholar at Eton. His fees would have been paid by the school on a means-tested basis and all the former King's Scholars I know well (four, I think) come from the educated upper-middle classes: their parents are not wealthy. Furthermore, the scholarship is awarded on the basis of an incredibly competitive examination, with a high proportion of King's Scholars ending up in academic careers at the very highest level (e.g. winning Fields Medals). He's a lot smarter than he portrays himself to be.
As for his appearance, maybe he should be provided with a valet to smarten him up for special occasions. But it would have brought much more shame on London to have it represented by the corrupt and odious Ken, who jets round the world singing the praises of a mad power-drunk South American president who is destroying his country just because he taunts George Bush in a way then Ken found amusing.
