For starters, using corp Amex for personal expenses is against corp charge card policy. Second, insurance isn't tied to a card, it is tied to corp rate itself.
And, does it apply to rentals outside the US? Is Puerto Rico considered domestic or international?
Only rental in US and Canada includes CDW. For rentals outside the US and Canada (with the exception of France), any damage to a car while on business use, have to be covered by department/project. And on personal use, you are obviously on your own. Third party liability is always included in the rate, but only up to minimum required by a law.
