If you can get a cruise for $400 all in, that's one cheap cruise. Usually you have to pay port taxes, fees, and fuel charges. The cheapest last minute 3 day Caribbean cruises I see are 200-250 per person, before fees, for an inside cabin. I'd bet your deal is a true deal, but for the cheapest, crummiest cruise available.
