Still, UA shouldn't be selling miles to known scammers, and if they are, notifying MP that one of their partners is a scam would be proper.
However, I'm not aware of any major deal that UA has with TravelAmerica--certainly not one that advertises a free cruise as the signing benefit for a new card. So I don't know what offer the OP is referring to.
