Rooms without curtains

I stayed at the Hampton Inn & Suites Herndon, VA and Hilton Garden Inn Fairfax, VA recently. These are both nice properties (the Hampton is actually one of the nicer ones I have seen) with great weekend rates, but a strange aspect is that neither has opaque curtains that slide closed to cover the window. Both have the sheer white curtains that do cover the window, then opaque decorative curtains on each side of the window, but the opaque ones don't slide closed.

I was in a first-floor room both times, a few feet away from the parking lot, affording not much privacy. Also, in the case of the Hampton, there were unbelievably bright lights on outside all night, casting a glow that lit the room practically like daylight.

Strange. I can't remember staying in many hotel rooms with no curtains. Is this common in these chains?
