I find that agents outside of Israel/Middle EAst are not always familiar with the special Middle East rules. I have had them also tell me (inc the HON agents in USA, who are normally excellent!) in the past that I need a 3 region award for TLV-FRA-JFK rt.
Best to make the reservation elsewhere if TLV is closed, then call back to the TLV office for ticketting. The folks there are good, and know the rules fine. Just try to avoid the Hebew-speaking CPT agents....
