Well, without knowing all of the circumstances it might be difficult to comprehend, BUT maybe, just maybe apprending an illegal leaving the country who LIKELY intended upon returning again, probably yet another illegal entry, in an effort to prosecute said illegal and "get them on the books," is worth the effort and expense so that the potential legal penalties subsequent to a successful prosecution are much harsher and might actually serve as a deterrent.
Seems logical to me...expensive, probably, but saves a lot more of those "taxpayer dollars" in the long run.
