Not in Illinois. You either get a sticker or go in person. If you lose your DL/ID in Illinois, you go to get a new one in person. If you change your address in Illinois, you either keep the old address on your DL/ID, or go in person to get a new one.
Unless you have a more "correct" way to fill out the paperwork . . .
