Agree with the OP though, doesn't seem necessary since one can't use the rear lavs either when the seatbelt sign is turned on, and that's not really a necessary safety precaution.
We have the ability to call and tell them it's bumpy, or ask why it's on so long if it's smooth (99.9 percent of the time they forgot), but control? Not so much. My life is a lot easier when I don't have to say:

"The seat belt sign is on."
"The seat belt sign is on."
"The seat belt sign is on."

over and over and over again the whole flight. (Don't even get me started on the "So can I go?" questions that inevitably follow.)

The seat belt sign is an odd choice anyway since so many people ignore it.
How is the cart blockade a game? It's policy. No game about it.
