When is a weather delay not a weather delay?

I'm at the YYZ Int'l MLL right now. AC15 to HKG is delayed from 09:40 to 17:45 because of a typhoon approaching HKG. AC is indicating that all flights in and out of HKG will be affected. OK fair enough - it happens and I figure I'll blow the day by at a cubicle in the lounge.

Well, a few minutes after 11am I see a CX flight taxiing out for take-off. I check the website and lo and behold CX827 has departed on time at 11am for HKG! I asked at the desk and they were initially surprised, called CX and was advised that they were taking off and if they find that they need to be diverted, they will divert and then land in HK when the weather permits.

Now I'm PO'd. I could have switched over to CX (forget about the miles) and potentially make my meetings.

Given that HKIA still permitted the CX flight to take off, I believe that this has now moved from a weather related decision to a management decision at AC. Does this argument have merit or am I suffering from MLL cubicle claustrophobia?
