Airlines only accept bags from the passenger travelling at check in - hence the security questions - you cannot answer those questions on behalf of another person. I agree that from what you have said, the service received from the staff was not what you should expect.

Well I hope you are wrong - the 'nice' lady behind the counter said I could do this, provided I had ID with the same name as the passenger. In the past I have checked in two of us with a bag each (and my wife not present). I'm expecting a challenge here, but hopefully a supervisor will be nearby. I also have the key to the suitcase if he wants to look into the bag.
