She will be able to check luggage all the way in both directions.
On the return, of course, she will have to claim her bags and take them through Customs, but they will be tagged all of the way. She would just drop them off at the baggage transfer location outside of Immigration.

Oh, wait.... she is connecting at JFK.
Could she possibly get by with carryon?
