It is my understanding, that each hotel has to offer at least 1 award standard or king room per night, to meet the "no blackout" issue. Depending on room inventory, hotels will offer many rooms per night. Once they are gone, the hotel is not required to make any more rooms available to PC members
, unlike other hotel programs, which will offer a standard room that is available.
