There are many threads on this general subject. But according to the rules:

1. No you can't use the RCC in ORD. As a UA *G member you can only access the RCC when on an international itinerary. Canada is not considered international for this purpose.

2. Yes you can use the MLL. You are a *G customer and so have *G lounge access.

Of course actual experience may differ - hopefully in a positive way.
