Have you actually taken a coach from Pasarakyat before? I have taken Five Stars and Konsortium Bus Ekspress from Pasarakyat on several occasions and both companies are by no means "budget" operators. Transtar does operate to & from Puduraya Bus Terminal but it is only for their 30-seater Z-Club coaches.
It is more like Pasarakyat is used for premium coaches. Puduraya, while being in good location, suffers from chronic traffic congestion and unscrupulous people who sell you fake coach tickets at times.
Getting a cab at Pasarakyat shouldn't be a problem as there are usually cabs waiting there to pick up passengers. The trick is to negotiate for an acceptable rate. The terminal in Bukit Bintang area, about 10-15mins by foot if you want to walk out to Jalan Bukit Bintang. Or you can always ask the "friendly" coach driver to let you alight along the main road where it might be easier for you to get a cab. :-)
