I too have signed a bluey overseas (not at HKG), but as das mentioned, it's usually at the ticket desk and not check-in. The last time, the agent screwed it up , and the electronic authorization didn't go through properly. Fortunately, I took a photo of the signed bluey to email to the travelers, and it came in handy when they checked in.
