Prices in HK luxury stores are much better than in places such as Japan, but are probably comparable to prices in the US, without the sales tax. So no major benefit, except the tax savings.
As for haggling, I guess not for small-ticket items, but it being HK, if you're buying in bulk I'm sure that you could find some way to get a price break.
