Not once have I ever seen a Coach car being used for Business (though I have sometimes seen the opposite). If you can post the precise date, train number, and, ideally, car number, I can send them on to Amtrak. Also, the conductor definitely should have informed you that you can get free beverages from the cafe and a newspaper from the luggage rack.

Since the Northeast Regional product was relaunched, Amtrak has been trying to make the experience more consistent, and that includes having a refurbished series of Business Class with 2-2 seating on most trains. But where they deviate, it's usually in the passengers' favor (such as with 2-1 club seating in Business or a Business car in Coach). So, this does seem curious to me.
