Nope, this isn't a change it has always been this way. Either you are mistaken, or very fortunate to have been incorrectly charged last time.

On BD metal, it is an upgrade to Business on 2 class flights (except the Saudi routes) or an upgrade to PE on 3 class flights for BD *G.
