I'm confused.
CS vouchers are type A. VDB vouchers are type B. You can combine one type A and one type B. The wording that permits it is in the profile for the Type B VDB voucher rules under exceptions. (If you only read the beginning of the rules, it does say "not combinable", but later towards the end there's an exception. You should be able to find this here in the UA forum.)

Travel credits profile has wording similar to this:
- MAY BE COMBINED WITH UA TRAVEL CERTS/UA COUPONS AS
LONG AS THE PUBLISHED DOLLAR AMOUNT PRIOR TO DISCOUNT MEETS THE MINIMUM DOLLAR VALUE REQUIRED TO USE THE
CERT/COUPON.
NOTE- THIS IS AN EXCEPTION FROM NORMAL COMBINATION
RULES IN CERTIFICATE/COUPON PROFILES.
