Is there a subtle change in redemption benefits for BD*G?

When I last had a redemption for a UK-US flight the terms stated that BD*G members are upgraded to Business Class. There was no distinction between short haul and long haul and certainly no mention anywhere of Premium Economy. To get this benefit you had to book in Business but then the miles were charged at the Economy rate and indeed I was charged 45,000 at checkout for UK to US and return. However, the terms now appear to have changed and state that the free upgrade is only Economy to Premium Economy and there is no upgrade from any class to Business, which is just like the system applied to the vouchers for use with paid for flights. Consequently, my latest booking was charged at 67,500 or 1.5 times Economy. Has anyone else noticed this subtle change in benefits? I wonder if the change coincided with the flat beds and is due to less available space. Its also possible I might be getting something wrong so someone please correct me. I look forward to hearing from others on this.
