Sure. You get RDM's and EQM's on all *A flights, including those operated by regional affiliates. (Subject to some restrictions on eligible fare classes, but not on US.) You also get elite bonuses on US. I fly US a lot (including Colgan, Air Wisky, Piedmont, Republic, and other regionals) and have never had a problem getting UA miles.
