It appears they have made the assumption that the South Asia region from NA is routed over the Pacific (not sure if it must be). Note that the Central Asia numbers in the chart are for routing over Atlantic (and presumably why the higher levels). I am not sure what the award levels are if you route over Pacific to BLR. Let us know if you find out for sure.
