They got me yesterday at PHL. I was in a hurry and didn't review the receipt until I got home. During the car return, the lady asked me for my contract, which was a first. I don't think they recorded the mileage when I left, and my receipt shows only 1 mile driven on it. She had to do the receipt twice, and apparently left the fuel charge on it even though I filled the tank.
I'm just going to expense it and not bother contesting it, but it still peeves me. Using Avis at PHL always results in a bad experience for me for some reason.
There are occasions where the mileage out was recorded inaccurately so the mileage at return was less than the mileage out. They usually ask for the contract at that point and have to make "adjustments" to the vehicle record. You probably got caught up in that.
I've always gotten in the habit of reviewing my charges on the spot.
