I would always pick CVG over ATL even with RJ's, especially in summertime. ATL can be a disaster in marginal weather and totally FUBAR in bad weather while CVG seems to cope better due to lower traffic levels.

Of course I usually avoid my own recommendation in the hope of scoring a mainline upgrade.

That said, if you have to change terminals in CVG, it can be a hassle.
