Yea, they actually do post it all over. The problem is that it's not really that noticable since it's a smaller sign with lots of text and it's usually blocked by people waiting in line or it's on the side facing the passenger waiting area.
I am sitting at the Oakland airport waiting for a flight. I walked to every United Counter I could find and checked it out. I was able to find language about security, about permitted items, about Baggage Limitations, but NOTHING about Overbooking of Flights.
