I remembered after the terror attacks, we (in Malaysia) had to check in like 3hrs before the flight

Maybe the 2˝hrs check-in time is for time management, I've flown out from Africa before and I've experienced the time it took me to arrive at the airport, check-in, immigration and into the lounge was roughly 1-1˝hr. Too many 'security checks', people cutting queue (especially at the x-ray machine), slow check-in (by hand, not computer system), etc. Then there's people's attitude, I see them waltzing in the plane well over departure time

But then again, this is probably an isolated incident. I didn't experience any of that in NBO.
