I find it hard to believe as a cancelation of revenie tickets causes taxes to be refunded as well.

Call again..that's just not true. I had a schedule-change on LH (now taking a train back from FRA to CGN instead of a plane) that resulted in a reduction of taxes, and just today got the confirmation that the difference will be refunded within two weeks. I had to call, however, to initiate the process.
