The radar is not needed for landing or takeoff, but it is needed for enroute weather avoidance. ATC is responsible for separating aircraft on IFR flight plans from other aircraft on IFR flight plans. They cannot be relied upon for weather avoidance. In fact, the ARTCC traffic radar displays have filters to get rid of weather returns (which can be turned on and off).
