I don't get it. They say bring it back full or prepay the full tank. This has been explained to me every time I have rented from Avis at a counter (non-preferred locations) despite being Avis First.

They also put 10 different notices everywhere stating if you go less than 75 miles you will get charged $13.99 unless you have a gas receipt. I always start the return conversation with "I got gas." Avis then has to do the initial receipt with the fuel charge for <75, then redoes the thing removing the charge.

Who are we talking about here? People who prepay the full tank and go 100 miles or people who don't refill and get dinged at $7/gallon? You usually have to explicitly tell them you intend to return the car full. 100% of gate agents at lots with gate agents ask me if I want the fuel option. I say no. They can explain it if someone is confused. If you get dinged for $60 after being explained your choices that many times I have no sympathy for you. There is no bait-and-switch here in my opinion.
