Filling a bag of the maximum allowed dimensions with clothing (not even books or heavy objects) will likely exceed 7kg. Rollaboards have less capacity than backpacks, but rollaboards weigh more to begin with (~3kg vs. ~1.5kg).
From my observation, probably 1/4 to 1/3 of the passengers have a rollaboard or other carryon bag of the maximum allowed dimensions.
