Try this:
  1. Label (just mentally!) the end of the string with the metal ferrule on as F.
  2. Call the opposite side of the close loop L
  3. Pass L through slot in tag
  4. Pass F through closed curve formed by L and the card
  5. Pull F
  6. You should now have a tag with securely attached cord
  7. Pass F through closed loop on luggage (*)
  8. Pull F until tag stops further pulling
  9. See if tag will fit through closed curve formed by F and luggage
  10. If not, repeat from 7 (choosing a different closed loop!)

*: You can use a D-ring where a carry-strap might snap on, but I find using the zipper on an outside pocket best. Then put the tag into the pocket and close it. If the luggage gets lost they'll find the card.
