I booked a PSAR at Hertz Munich from www.hertz.com.br (Brazil resident) for 387 euros a week. I did the same quotation at www.hertz.de and the rate rised to 539 euros. Besides that, the rate i got includes CDW/TP, which is not in the 'german' rate.
In the case you want to rent from Europcar, I think is exactly the opposite. You can get better rates at www.europcar.de
