At first I thought it's just a typo or incomplete info.

But then again it's under a "News" banner, so I'm not so sure it's a flub.

Perhaps it just means that if you can't get to or don't want to go to an airport to sign for unaccompanied third party recipients, then you can now do ticket-by-mail to your address as a new option?
