Can't you book it online? I'm asking because last time I did a F-award booking, I did this online (as I always do) and on the first leg; GOT-CDG I was in Bus, and on the second leg; CDG-PVG I was in F. Didn't have any problems what so every with the booking system.

I just did a "fake booking", and I didn't have any problems finding dates where it would only cost 80K. Then again, it wasn't possible to get this on every date (on some it cost 160K - them being Flex Award), but if you are flexible when it comes to the date, there are def. flights available in F for 80K between NYC and HKG.
