There are two requirements to book / hold a T fare.
(1) There has to be a T fare published for the itinerary you're flying.
(2) There has to be T inventory on the segment(s) involved.
Obviously, in this case, there was not a T fare published, so you were unable to hold a T fare despite seeing T9 in the fare bucket.
